$SIGNAL records who recognizes X. SPCX gives that recognition weight inside the architecture built for return.
Fees accumulate into the Community Vault as SPCX, strengthening the connection between the Witness record and the Return Vehicle.
No vault balance guarantees anything. The tether measures an accumulating bond between recognition and return—not a promised threshold.
Recognition can be counted. The tether gives it mass. The required amount remains unknown.
